On 16 July 2025, the European Commission presented its proposal for the new Framework Programme for Research and Innovation for the period 2028-2034 (FP10). As announced by President Ursula von der Leyen in May 2025, FP10 will remain an independent funding programme but will be closely aligned with the new European Competitiveness Fund (ECF), particularly under Pillar II.

‘Choose Europe’: A new EU Initiative to attract global scientific talents

On 5 May 2025, Ursula von der Leyen, the President of the European Commission, launched the new policy initiative 'Choose Europe' at La Sorbonne in Paris, with the aim of creating the conditions to attract talented scientists, researchers, academics and highly skilled professionals to Europe. In the presence of the French President Emmanuel Macron, von der Leyen emphasised the crucial role of science in driving societal progress in Europe, highlighting existing EU commitments such as the €93 billion Horizon Europe programme.
On 16 October 2024, a group of experts led by Manuel Heitor presented the mid-term evaluation of the Horizon Europe programme commissioned by the Commission.
