Position Paper: Strengthening international higher education and research collaboration in EU foreign policy

As the European Commission prepares its proposal for the Multiannual Financial Framework (MFF) for the period 2028-2034, the partners of the Forum on Cooperation for Sustainable Development in Higher Education Group (S-DHG) draw on their extensive experience and expertise in funding and implementing international development programmes in the field of academic cooperation. In a joint position paper, the DAAD and its partners emphasise the critical role of higher education and research in the EU’s global development and partnership agenda, especially in the framework of the EU’s Global Gateway Strategy.

International higher education and research collaborations are key drivers of world-class knowledge production and innovation, serving as a cornerstone for economic development and global stability. While the EU already invests significantly in international cooperation, increasing funding is crucial to scaling up these efforts. Reducing support could weaken global partnerships, stifle innovation, and diminish the EU’s strategic influence as a key global player in a multipolar and increasingly volatile world.

The paper was co-developed and co-signed by the following organisations: AASU, ACU, British Council, DAAD, Danida Fellowship Centre, EDUFI, ERASuD, HK-dir, OBREAL, OeAD, The Guild, UNIMED and VLIRUOS.
