Eurobarometer survey: High level of trust in the EU

Three quarters of respondents (75%) identify themselves as EU citizens – the highest figure in over two decades. In addition, more than six in ten EU citizens (62%) are optimistic about the future of the EU. 52% of Europeans express confidence in the EU, the highest result since 2007. Young people aged 15 to 24 have the most confidence in the EU (59%).
Peace (41%, +2 percentage points) is and remains the value that best embodies the EU, followed by democracy (33%, -2 percentage points) and respect for the rule of law, democracy and fundamental rights (28%, new topic). Almost seven out of ten respondents (69%) consider the EU to be a place of stability in a crisis-ridden world.
44% of all citizens in Europe believe that securing peace and stability will have the greatest positive impact on their lives in the short term, followed by securing food and health supplies and supply chain security in the EU (27%) and better employment opportunities (26%).
When it comes to priorities for the EU budget, European citizens want EU budget funds to be spent on defence and security (43%), employment, social affairs and public health (42%), and education, training, youth, culture and media (34%, stable).

The Standard Eurobarometer 103 survey (Spring 2025) was conducted between 26 March and 22 April 2025 in all 27 EU Member States. A total of 26,368 EU citizens were interviewed in person. Surveys were also conducted in nine candidate countries or potential candidate countries (all except Ukraine) and in the United Kingdom.
